一村持ちの山林や郊原でその地価の決定が困難な土地については、字名と反別のみを記した券状に従来の貢額を記載し、公有地として交付するので、その旨を承知して、右の地所を所有する者は取り調べて差し出すこと
ただし池沼の種類についても同様とすること

Article 22
For mountains and fields jointly used by multiple villages (iriai), those villages shall form an association, and using the same method as the previous article, certificates shall be issued recognizing them as public land of such-and-such villages. The certificates shall be managed by the associated villages through annual rotation or other appropriate arrangements as stated in writing.
