地所の永代売買が御許可となり、今後売買並びに譲渡の分について地券を交付することになったため、質入れ・書入れなどを行う際は左の条項を心得て、不都合な取り計らいをしてはならないこと
第一則
【左丁】
一、地所を質入れ・書入れなどして融通のために金子を借り受けることは自由である。その際、担保のために地券を金主の方へ渡して預け、預かり証書を地主の方へ渡して取り置くこと
第二則
一、地所を質入れ・書入れなどする際、地所は地主の方に残しておいても、地券を金主の方へ渡しても、相対での示談に任せること

As perpetual buying and selling of land has been officially permitted, and land certificates will henceforth be issued for sales and transfers, when conducting mortgage transactions (shichii-kakiire), the following articles must be observed and improper handling must be avoided.
Article 1

1. It shall be permitted to mortgage land (shichii-kakiire) and borrow money for financial accommodation. In such cases, the land certificate shall be given to the creditor as security, and a receipt certificate shall be given to and kept by the landowner.
Article 2
1. When mortgaging land, whether the land remains with the landowner or the land certificate is given to the creditor shall be left to mutual consultation between the parties.
