must bear the seal of the village headman (tochō) and assistant headman (fuku-tochō), and documents without such seals are considered improper arrangements and will not be recognized for mortgage transactions.
Article 9
1. For lands currently under mortgage or written pledge according to previous customs during the seasonal period, the parties must engage in renewed consultation for sale and purchase, and of course, following this article, new agreements must be made.
